You aren't puffing air, you are blowing hot cabon dioxide which is not useful to the dog. Dogs have to pant to get the air they need, while driving in a car they get that air without having to work as hard, and thus they get an oxygen high. I don't know about you, but that sounds kind of nice.

Dogs often do this to help with car sickness, they are not accustomed to the motion of a vehicle. wind blowing in a dogs nose makes them swallow and helps keep them from vomiting.
beyond that answer I can't tell you, maybe for the same reason some ppl buy convertibles, they just like the wind blowing through their hair

lol, good question. I would think it is because when you puff into their face they SEE you and it is sudden, like the difference of noise between a loud clap and a lawn mower that goes on continuously. The clap would startle them. They don't see the air Ah, but they sure like all the smells!

Puffing air into the dog's face poses a threat to them. Putting your face in front of an unfamiliar or aggressive dog is also a challenge to them and it accounts as aggressive behavior. They can in turn snap.
It has nothing to do with air or oxygen. Dogs don't know the difference. Some dogs find stinky smells alluring.

They prefer getting fresh air, instead of someone blowing at their face, which might irritate their eyes, but putting their heads out a moving vehicle doesn't.

This is the best simplest way to explain it...
You pass by a restaurant at dinnertime and smell the food cooking....smells goooood.
You smell the breath of someone who just got done eating at that same restaurant....smells baaaad.
Dogs get a lot of information by smelling stuff. Blowing in their face is equivalent to someone blasting an air horn in your ear.

Blowing in their face or on their ears TICKLES. But a really strong wind doesn't.
It's like your feet... A light touch tickles too much, but a nice firm massage feels great!

Maybe it's bad breath;
I think they just like smelling the fresh air, with all its odors! Dogs just love sniffing and smelling everything.
