Most guns used to start races are filled with blanks. so no bullet is fired, but when a gun if fired up into the air, it rises until gravity overcomes its momentun then it fall back to the ground.

Well, first of all, races are started by BLANK pistols. However, if you shoot a bullet into the air (pretty dumb) it will go up until it runs out of airspeed and then it starts to fall back to earth. Where it lands depends on a LOT of things such as how fast the bullet exited the muzzle, how heavy the bullet was, what angle and direction the gun was held at when it was fired, what the wind velocity and direction was, the air density, etc. Suffice it to say that if you do someting as stupid as firing a gun into the air in a populated area, you don't know where the bullet will land or what or who it will hit.

Starter guns don't use real bullets. They are just 'noise makers' usually loaded with blank ammunition.
In the case of an actual bullet fired into the air, what goes up must come down and in the case of a bullet it can come down with lethal force. I've seen cars damaged by returning bullets fired during New Year. It is an unsafe practice that people must be educated about. If people want to celebrate New Year's by shooting guns, they should be loaded with blank ammo.

Well, for a race, the gun is usually a started pistol, and those fire blanks. When you shoot a bullet into the air, it goes up, and then comes back down, unless it hits a bird, or something up in the air.

Some people "celebrate" New Years (at least here in Arizona) by firing guns into the air -- in the middle of a city. Every year some poor person gets injured or killed by a bullet coming down nearly as fast as it went up. They have ad campaigns the week before New Years, saying not to do this, but still, every year these morons shoot their guns in the air. I guess trying to kill random strangers is fun.
Starting a race, they use blanks. Nothing but a flash and noise.

The starter guns used for races are loded with blanks...no bullet, just noise.
If regular bullets are used, if shot in the air they come back down!

They use blank guns to start a race, meaning the shell in the gun is just a shell full of powder with no bullet in it. As for regular bullets, ever heard the saying what goes up must come down? This applies to bullets

Races are started with a so called starter pistol,(it wil fire nothing but blank catridges unless otherwise remodified.) as for real bullets, they beventually fall back to earth. where and when depends on the grain(heaviness,weight) of the bullet and what caliber of the gun and bullet,and angel of trajectory.
