With experience you might get better at detecting things in the dark, but your actual night vision won't improve. That type of vision depends on the number of rods in your retina which stay the same from birth.

Short answer: Yes.
You can train yourself to virtually anything. When you stay long enough in the darkness, your eyes adjust to be able to see better in the dark. You can train to speed up the adjustment process so you can see better in the dark, faster.

Only if you wear a patch over one eye. That way you have one eye always in darkness and when yu walk into a dark room you can remove the patch and be able to see right away, no adjustment period. Thats the only way i know of.

Your eyes contain two types of cells which are essential to vision: cones allow color vision and rods allow black and white vision. It is the rods you rely on at night. There is no known way to increase the number of rods. You can, however, learn ways to adapt your eyes more quickly to the dark. I guess you probably could, but after awhile you will not take to the light very well. Either way eat carrots, they are good for the eye sight.
