If you see someone who asks questions you like or gives answers you like, simply click on their avatar. It will take you to their profile. On the profile, under their id, will be a little green plus sign and the words, "Add to my Contacts". Just click on those words and that person will be added to your fan list. That person will then get an email telling them that you are their newest fan. If they want to be your fan, they can click on a link in that email which will then add you to their contact list.
