As a general rule yes but that isn't always the case. Most of the time you can get a small discount if you book them as a package. However that might not always fit within what you want to do or the date you plan on going. If you want a specific hotel or location, then it may not work. There might also not be a significant discount during the time you wish to go.
I often book separately because I want to make sure I stay where I want too. Also I can usually find a better discount by looking around and doing it myself.
