The shell is part of the turtle's body. If you took the shell off it would be like taking the spine out of a human.
In other words, do you think a taco can survive without a taco shell? It would just be pile of meat.

Both. Homeless it sleeps in its shell and lugs that thing everywhere. The shell is its protection from prey. He feels naked because all its business is out in the open.
