I surely "HOPE" that police officers in spite of the reputation they have with regard to the average citizens, have enough where-with-all to 'see' that a person might be handicapped and unable to do 'exactly ' what they have been ordered to do. I dred the day that any officer would ask 'me' to get down on my knees - I would 'not' be able to do that and would definitely 'yell out as loud as I could' that arthiritis prevents me from doing such. HOPEFULLY, they have been taught to bear some sense of understanding toward citizens with certain situations.

I think, due to recent "Sensitivity Training/Political Correctness" workshops, the officer is required to politely say, "put your hand (singular) up."
Really.
