Why don't you check on colleges offering Photography as an option and cross reference the locations with military bases. It will be good research practice for college.

I'm sure there are photography classes. Why would one need a college for photography?

Why don't you try the New York school of photography? They send you all your books and Dvd's to do it at home. That away you can do your schooling any where that you travel. Just go online to see what they have to offer.
