How do I acess my files from my HDD without booting Windows?

I need to know how I can add and delete files in my HDD without using any Windows OS.

Use Linux.

There are several "Live CD" versions, I'd probably recommend Ubuntu, that can boot off a CD. From there you can mount the windows drive and add/delete all you want.

If your files were generated and saved using windows you will need windows to access them.
