The limp is probably not related, have your vet check out his rear legs, let them know all the details about the limp, when he does it, and how long it lasts. Puppies commonly suffer from luxated patellas (loose knee ligaments) and sometimes ruptured cruciate ligaments due to malformations of the hip and knee. Best to get it checked out early.

The limping is not related to an undescended testicle. Something else is going on. Check his paw to make sure there's no cut or nothing stuck in it. If he's in pain, go ahead and take him to the vet; otherwise, you can wait until you take him in to get him fixed and let the vet look at him then. Keep him quiet and let the leg rest.

Sounds like your puppy is monorchid the testicle is floating inside him and he should be neutered at once. The other testicle could be moving making him limp because it's uncomfortable. The best thing to do would be get him to your vet, you're doing that and it's the best thing for him! All the best;^)

No it isn't normal.
Are you letting him jump off of furniture? If so that is a big no-no. Please don't let these small dogs jump off of furniture because this is what cause knee injuries and also hip injuries. If he isn't jumping from furniture maybe he could have gotten injured some other way, or this could be a genetic condition that was passed onto him. Could be hip dysplasia or luxated patellas.
The vet needs to do an x-ray of the hips and knees.

The limping is not from an undescended testicle. Have the vet check him out when he is there--could be a knee problem in a small dog.

thank you for getting him fixed, that was going to be my suggestion. the vet will find any abnormalities in the testicle that didn't drop, because it is possible for these to turn cancerous. mention the limping to your vet when you take him in.
