No, not if you have the original Recovery CDs.
RTFM. They may be on the hard drive, read the Dell User Manual.

If your computer came with a separate original Microsoft CD, then no. If the Operating system came pre-installed on your PC but without a separate Installation CD you might have a problem for formatting your hard drive will erase all as in all of your files including your installation files if they are on your hard disk. Even with the security stamp, label or seal from Microsoft that contains the authenticity key that would be impossible for you still have no installer to use.
Try getting in touch with Dell and find out on what your options are. Some PC's from proprietary manufacturers have drivers and other Brand specific installation files included within the Windows installer. So do get in touch with them and tell them of your problem for they could be the best guys who could answer yout question.

No it will not, but if someone borrowed your CD with YOUR serial number, then and only then you won't have the genuine operating system (note that there is a crack for the windows xp OS)
