Casino, any day of the week. As for the lotto, I bought $10 worth of those new $5 scratcher tickets here in California...both were losers. You can play $0.25 video poker or slots at the casino and have a much better chance of getting some of your money back (or even making a profit).

I say casino. Then it's not all completely luck. I like to have at least some control over how I lose my money. And you can drink for free. Pretty good for 10 bucks.

If you're looking for the largest possible payout, I would go to the casino and play Keno. (I've seen someone come in with $5 and come out with $2k.)
