Press & hold the CLK button (with one hand) while pressing (with the other hand) the SEEK button, up or down, to increase or decrease, the hours.
Press & hold the CLK button, while pressing the TUNE button , up or down , to change the minutes.

While "HOLDING" the Time button on the "right"side of the
radio...... push the buttons on the "Left" side of the
radio..... one changes Minutes up & down
the other changes Hours up & down...

It could be a sticky IAC, but I would thoroughly clean the throttle body and check for any vacuum or unmetered air leaks first.
