In my department, we do all of our training "in house". We generally can have a "green" dog trained and ready for certification in approx. 12-16 weeks, training daily. This time frame can be reduced a little if the dog is very trainable and has had some prior training; ie: obedience, bite work, scenario work etc.. Maintenance training is ongoing.

I have no experience w/ hearing dogs for the deaf.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/QQTDF

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Police Dogs are trained for thirteen weeks to give them the basics to go to work on the street (UK) then their training continues on an ad hoc basis to make them more proficient

Hearing dogs I'll leave to others because I do not know

It depends on the dog and the level of training needed. In some cases it can take up to 2 years.
