You must mean "querer", quirir is not even a word.
As others said here, it means to want, or to love, depends on the context.
Like "te quiero" (a conjugation of the verb querer) means something like "i love you" just with less intensity, it's kind of the same feeling, but toned down a notch. Commonly used among friends and family members, usually, when in a couple, this is turned up by changing it for "te amo".
Quiero una pizza, (another conjugation of the verb querer) means "want". I want a pizza. (i'm hungry!.. hehe)
