I like her but I really don't know if she likes me. It is hard to explain, though. Like when she hangs with her friends, she stays away but when she is alone she kinda likes to hang around with me. But then again, a lot of girls do that with me. She doesn't currently have a boyfriend and I don't think she is looking into someone in particular.
Its just that I don't want to look like a fool asking her out if she doesn't like me. Where we live, if someone asks someone out and the other person doesn't go with them, it is a big burn on your part. A lot of people make fun of you if she turns you down.
PLEASE help. I REALLY don't want to be made fun.

Try finding out what interests her. Does she like watching movies? You guys can talk about a certain movie, and just casually ask her out.
You: "Yeah, I've seen that movie it was really great and funny. "
Her: "Yeah, that actor was really good."
You: "Hey there's a new movie coming out with that actor in it, do you want to watch it with me this weekend?"
Just make sure that when you talk about the movie, that she's having such a great time talking to you about it.
Does she like going to the beach, then say "I'm dying to go to the beach, do you want to hang out this weekend?"
Just casually slip it through a conversation. Then if she says yes and you guys went out, make sure that she will have so much fun hanging out with you. Make her laugh all the time (or make her fall for you). So the next time you ask her out for a real date, she'd definitely say yes.

Start a normal conversation with her. Find out what she likes. Be a real person. When the right time presents itself to ask just tell her how much you like her and ask if she would like to be exclusive with you.

first work on projects or hmwk w/ her and get to be friends. male and female friends usually fall over each other fast, as they know what their personality's like, etc. after that, play hard to get. that usually works.
