Obesity is a factor for diabetes but it can also be a genetic inheritance. Diabetes can be a family trait handed down the line as easily as the color of your eyes. If your dog is diabetic the vets have treatments for it the same way they do for diabetics in people.

Exercise, for dogs as well as humans, is good for preventing obesity which is a risk factor for diabetes. So yes, but indirectly. It can't replace the need for a good diet.
