In 2 Thessalonians 2:6-7 we read; And now ye know "what withholdeth" that "he" might be revealed in his time.

Who or What is the - What withholdeth and the he of verse 6?

Paul goes on to say; For the mystery of iniquity doth already work: only "he" who now letteth will let, until "he" be taken out of the way.

Who or What is the two he's in verse 7?

What holds back the lawless one? We do not know for certain. Three possibilities have been suggested.
1. Government and law, which help to curb evil.
2. The ministry and activity of the church and the effects of the
good news.
or
3. The Holy Spirit. The Bible is not clear on who the restrainer
is, only that He will not restrain forever.

v 7 This means that this work that this Antichrist will do is
already going on. Mystery - means something no one can
discover but something God will reveal. Lawlessness is
the hidden, subtle, underlying force from which all sin
springs. Civilisation still has a veneer of decency through
law enforcement, education, science, and reason.
Although we are horrified by criminal acts, we have yet to
see the real horror of complete lawnessness. This will
happen when the one who is holding it back steps out of
the way." Why will God allow this to happen? To show
people and nations their own sinfulness, and to show them
by bitter experience the true alternative to the lordship of
Christ. People totally without God can act no better than
vicious animals. Lawlessness, to a certain extent, is
already going on, but the man of lawlessness has not yet
been revealed.

Two quick observations. You sure can tell Paul was a lawyer,
and this points out the need for using a modern translation in your mix.

He is continuing to talk about "the man of lawlessness" from verse 4. This one is part of Satan's organization as verse 9 and 10 point out to turn people away from the true path. Matt. 7:15; 13:41 shows they are the false prophets that come into the congregation pretending to ber Christian, but are wolves in sheep's clothing. These false prophets already started their work when Paul was writing his letter. They are in full swing today.

It is the world of false religion. All those claiming to be Christian, but proving false, especially. For instance, go further into Ch. 3:7-12 and think of the clergy who make a show of their backwards collars and expect to make a great haul of cash each meeting. That certainly wasn't Paul's example here is it? He did not want to cause an expensive burden to them as an example of how they should be, even though he did have the authority.

It refers to the man of lawlessness, in some translations sin. Preceding verses give the context. A perverted gospel is to be taught, with false signs and miracles, leading many away from truth.
You will lose nothing by reading the NIV version.

The Holy Spirit is still in the world, in the believers. When He, the Holy Spirit is taken out of the way, that is, when He and all the believers along with Him are taken off the Earth, THEN the evil one, the AntiChrist will be revealed.

i think he refers to jesus christ concerning his grace or judgement
