cardio is the only fat burning exercise and burns fat all over your body (you cant target any specific area), do it 4-6 times a week for 30-50min (running, jogging, swimming, cycling etc) and combine it with light weight training to tone and not lose any muscle (more muscle=faster metabolism)
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

An exercise ball is a really good idea. Yoga is also a great way to lose weight at home.
If you can't go to the gym, there are personal trainers that will come to your house. If you can get a group of your friends together you an all pitch in on the cost.
Not having cokes and not eating after 6pm can also help you lose weight.

Good Luck! I've been trying to lose the same 20lbs my whole life. I do strength training and arobics in my home and I try going on walks when I can. I also drink lots of water. Not sure if I've lost any weight. I don't have a scale. My clothes don't feel much different either.

Invest in the "Abs Diet for Women". It helps you to understand how to eat better, and how to make you burn fat constantly. It's pretty much a high fiber/high protein diet, and it tells you not to eat anything with high fructose corn syrup or partially hydrogenated oils. They can't digest in your system. The book also has a list of exercises you can do (without equipment)

DIET~DIET~DIET....What you eat, how much you eat, and how often will be a major factor.
Eat often (to jump start your metabolism) low carb. high fiber, moderate protein small meals/snacks
.
Also, a big factor is cardio!
(anything that elevates your heart rate is cardio).
You CANNOT "spot" reduce any area of your body, only tone underneath. Twisting, situp exercises will help>but diet will be the deciding factor.
Stretching is often overlooked as well.
