It was very important for me to know if she was experimenting with drugs, according to her journal, she is, she still denies it and wont talk to me, she is 16 years old and I don't want her to ruin her life.

I hope you do understand what you did was wrong, and a mistake, even if you are her mother. what's done is done.
What's important to her is that you do not get mad at her, because that will make things even worse.
What you need to do is admit that you have made a mistake, and tell her some stories about when you were her age, and how you overcame experiences, and how it tought you lessons. we all know that at that age people do things, and I know you have as well. if you tell her your secrets, she may confide in you, and even tell you her secrets. Right now, she cannot trust you, and this may be the first step to a trustworthy relationship. this may take some time. I know i'm a guy, but seriously, i have been through experiences related to these situations.
