does the executive branch have the authority to create permanent military bases anywhere, especially in other countries?

The Executive Branch proposes and negotiates basing rights with a sovereign nation through the DOD and the Department of State. Part of the arrangement must include a treaty that includes a Status of Forces Agreement. Only the Senate can ratify a treaty.

I believe that unless being occupied by this country the answer is no. An agreement more than likely has to be between the country and the US. Usually the US pays a lot of money for that option.
