Do you have anything connected to USB, like a memory stick, memory card, external drive, printer, etc.. If so UNPLUG it. Then see if the computer will load correctly.
Stop errors are usually caused by hardware conflicts and USB is one of the main offenders. If that isn't the cause the machine may not be setup correctly at the BIOS level, may have a memory problem, or simply is not VISTA compatible. (many machines out there won't load Vista just like when XP came out there were some which would not load it.)

Was Vista preinstalled on this machine as a new PC ? If so contact seller
If not, then GOOGLE the stop error, and any filenames the error code references and see what it says, also try the Micro$oft knowledge base
