Can somebody with a B 2 visa eligible for substitution labor certificate???

A B2 visa cannot be substituted for a labor certificate. You have to apply for the labor certificate since the purpose is different from that of the B2 when applied.

Qualification for substitution for labor certificate has nothing to do person's visa status. It is based on person's educational and professional qualification.

Green card (based on employment)= Approved Labor certification+Approved Petition for Immigrant Worker+ Qualification for green card (should be legal or petition should have been filed on or before 4/20/01). if these 3 conditions are met, person can qualify and get green card.

If person is not legal at the time of 3rd step, one would not get green card.

I think they need to learn the English language first. Then they can BE eligible
