I can't use the actual computer that I need the reinstallation CD for..

i would go to ebay. people are always selling the software. they may advise you have to buy a piece of the equipment, but that is Microsoft's policy.
you'll have to create an acct. what I would do is get a rechargeable credit card. you can get at some grocery stores, walmart, or kmart. that way you don't have to worry about someone ever getting your info. you can either set up a paypal or bidpay account as well. some sellers will take check or money orders. those take longer to get. unless you know someone that has an ebay acct.
another thing you can do is put the model number in and do a google search. yahoo has an auction site as well as amazon and nextag.

There are many ways to reinstall. If you don't want all the same software that came with your machine, just reload the OS, go to Dell and download the drivers for your machine and OS (check the support site) you are now working again without the restore CD's You will need the OS CD and the numbers from your COA (certificate on the machine).
