a conventinal drug user can use them when they choose and quit..and its convenient for them to get them.. a habitual user has to have them or they have withdraw..theyve also used them for along petriod of time to putthem in the habitual useage catagory..the habitual user will after a period of time and so addicted..will lie steal cheat anythign to get money and from anyone,,,to get what they need..this si the differance

Semantics! By conventional you must mean normal, or usual.
Conventionally, illicit drug users are habitual drug users but of course, outside of 'convention' there are exceptions. As for doctor prescribed drugs, 'necessity' supplants the word 'habitual'.

If you are abusing a prescrption drug it does not matter.
