I am not sure there is a solution to individual personal traits or characterisitcs. Some people speak fast, others not. Should I understand that EVERYBODY(!) in the country you are from speaks "slowly"?

People who are sure of themselves, or think that the persons around them understand the language they are speaking, tend to talk faster than the others. This can be extremely difficult when one is listening to the radio for instance, particularly if the person also has a specific accent that makes it even more difficult to grasp what they are saying. Some of my French students have great difficulty comprehending American English and some of my English students are totally bewildered by the speed at which French people speak. Even in certain films there are difficulties because of the speed of delivery. I suggest to my students that they record radio or television programmes whenever possible and play them back a few times till they have understood the contents.
In real life and face to face, there is only one solution and that is to be bold and brave. Stop your interlocutors politely and say " I am very sorry. I did not understand what you just said. Would you mind repeating it more slowly?" Nobody can object to that or refuse. People can understand that others may have difficulties either because of speed, colloquialisms, or even because their hearing is not good.
There is no shame in admitting that one does not understand ,and it is better to ask than to harbour total misconceptions about what has been said.

It's a local charasteric. People on the East Coast speak a lot faster than in the South or West of the U.S.
There IS NO solution... it's learned and the only soultion is for them to unlearn it.

In this day and age of cell phones. text messaging, Our world has become somewhat impersonal and we as the human race must remember things or words our forefathers has passed down to us. How many people have spoke with their grand fathers or grand mothers about how things were?
If a person approaches me. speaking "slang" or speaks fast. as not to waste time. I would simply avoid them. I do not have time for these things. Sounds like a sales pitch to me.

When people speak to rapidly, I look at them and say "I'm sorry, I didn't understand you because you spoke too quickly for me to get what you were saying."
Usually, they'll repeat what they said, and hopefully at a slower pace. If they get upset with me, or make fun of me, at least I have had my say.
