If the limit doesn't remain 20mph after 9pm its workable. But why drive past a school at 20mph at 3am.
This may be tactical too. At 20mph we have to go at least a gear lower. Any speed limit working away from 50mph increases fuel burn, and hence VAT and fuel duty revenue.
Get me in as an MP. In hub and spoke cities there would be a mixture of 20mph roads for residential streets that would also run into the city centre. There would also be 50mph roads to fast-track to the city centre.
So the Old Kent Road in London for example would become a 50mph dual carriageway with ramps instead of traffic lights.
Other roads would be 20mph.
So a car driver could drive into the city-centre almost all the way at 50mph on a carriageway, but a cyclist could also cycle all the way into town on a 20mph road without ever having to meet a fast car. School access would only be on 20mph roads.
On a typical journey to work from the suburbs you would drive 1 mile or so at 20mph. Then onto the dual carriageway for most of the journey (3-15miles), the last 1/2 mile or so would again be at 20mph. You shouldn't live further than a mile from a 50mph road into the city, but the road you live on should be 20mph. Elevated roadways would need to be used but Britain is rich it spent £Billions on messing up Iraq. Yes oil supplies were released (for USA), NOT US ( -homonym), but the prices at the pumps in the UK are higher than in the Saddam years.
Having every road 20mph is wrong. It is NOT workable and will be ignored especially after dark. There needs to be a fast option just for motor vehicles and a slow option for cyclists and pedestrians.

Probably a good idea as people cannot be trusted to drive sensibly. Having said that, there are plenty of urban roads where it is quite safe to drive at between 40 to 50 or even 60 mph - on the other hand on some urban roads 20 to 25 mph would be the absolute maximum safe speed.

There are area's where i think it should be 20mph i.e. outside schools and area's where children play, but it seems they are doing everything to stop the motorist from getting around, i guess if it did away with all the speed camera's then that would be a bonus, but somehow i just think its more restrictions on us poor car owners. plus driving at 20mph will just add to green house gases.

i dont see why not. the gov't are determined to bring the country to a complete halt so why not bring back the guy with the red flag and reduce speeds to around 3 mph. consider the current traffic light system why is amber needed? it seems to me if the irish , north americans , and many others can manage with red and green so should we. why have the gov't not trialled flashing amber at off peak periods particularly after midnight to speed traffic flow?

Environmental catastrophe!
Petrol and diesel cars are most economical at around 50mph.
The additional pollution, and especially the additional carbon dioxide emissions, per mile at 20mph compared to 30mph are considerable.

Totally unenforceable.....only those who actually respect the law will pay at least some lip service to it by slowing to under 30. The boy racers and the like will just ignore it as always.

It would cause total chaos. Apart from hardly anyone actually sticking to the limit, the road rage caused through driving behind someone who was actually driving at that speed would be disastrous.
I can see the safety advantages but I just don't think it would be adhered to.
