There is some truth, but only because of how people do it.

MILD stretching before exercise brings blood flow in, and elongates the muscles, and gets them ready to go. Power stretching cold muscles is a disaster.

I have never heard that stretching before or after exercise is bad. I've always heard that it is a good thing to do because it helps warm up the muscles and cools them down (for after the exercise) so that the muscles don't tear.

I would also recommend checking with your dr about this.

I have always heard (from health pros) that it is essential to stretch before you exercise and after...I have heard that when you stretch before it prevents you from having cramps (specially in the groin area); and after wards---same reason...some people do not want to take the time to "warm up" or "cool down" and they pay for it later.

Everything that I have ever seen says that it warms up the muscles and prevents tears.
If it is done properly, no pain, no bouncing.
