Iraq did have a Department Of Homeland Security which was responsible for prosecuting traitors and rooting out terrorists.
.
This department was responsible for fighting the Kurdish separatists who were murdering government officials in Iraq,
The Kurds also traitorously sided with America during the 1991 Gulf war.
There were also Shia terrorists that regularly crossed into Iraq from Iran and caused no end of trouble so the Department was also in charge of Border security.
.
This Department had the legal right to imprison people without a writ of Habeas Corpus and frequently executed people with no more then a military tribunal's say so.
/
The Department, with computers they received as American aide in 1986, kept track of every phone call made in Iraq. Iraq at that time had more phones per person then France!
.
This Department then, was responsible for protecting the freedoms and way of life for the Iraqi People.
.
But American armed forces blew it all away in March of 2003.

This is the most gullible and naieve question I have ever seen. The DHS isn't keeping anyone safe; it was created merely to create the illusion. The same territorial bickering between agencies still exists even under one umbrella.
