...if they have already told me that they cannot come?? What is the protocol for this one?

Often, family would like to have an invite even if they cannot come as a keepsake. If I was close to them, yet they could just not make the distance I would send one to show them I did want to include them. I personally would still send them out bc of etiquette, however either decision is reasonable. Congrats!

You need to send these invites for several reasons.

1. They might change their mind.
2. They might think they weren't invited even if you did talk to them about it or invite them over the phone or in person. This happens very commonly.
3. Even if your guests can't attend, they'll still want a beautiful invite as a keepsake of your wedding date!
4. They may want to send a gift in lieu of attendance. They might not know your address as to where to send a gift without the invite.

You should send those invites. It's just etiquette.

I would still send invitations just in case between the time they said they could not come and the time you send the invitation out they changed their mind or were able to attend.

Yes!
Even if they can't come, many would probably like to send a gift. Also it is nice to have an "official" recognition of the wedding. You also never know, some might change their minds.

Send the invites... you never know who might change their mind or suprise you. Many people keep wedding invitations as a little momento of your day also.

First I would like to greet you congratulations!

If all your friends and relatives know that you're getting married abroad, and told you that they cannot attend then you should give a small party for those who cannot attend your wedding. Just a few drinks and food are enough just to show to them that you value their friendship and relations.
Best wishes to you.

Sending invites is a great way of showing that you want them there...even if they can't come.

We were in this situation as well. Yes, send them invitations, because it's nice for them to have as a souvenir.

Send the invites anyway. Some of them MIGHT change their mind.
Also, no ivitation = no present.
