Well it depends. The first 5 books (Books of Moses/Torah) were supposedly drafted by Moses himself, as dictated by God. The Old Testament (Tanakh) was most likely assembled by Hebrew scholars towards the end of the 1st millenium BCE, and around 3rd-1st centuries BCE translated into Greek. The first books of the New Testament were written in the latter half of the 1st century CE. Athanasius of Alexandria was the first person to compile all the books of the New Testament as we know it today, this was in 367 CE.

To be honest, it's not exactly something that happened on one particular date one year.
The Bible was composed over three continents, in three different languages, over 1500 years. So at first, all people had was the first five books: Genesis, Exodus, Leviticus, Numbers, and Deuteronomy. However, they also might have had Job, since it was actually written during the time in which Genesis was written, I think after Genesis 14.
Since the ENTIRE Bible was not complete until 95 A.D. (or CE if you prefer), it would not have been compiled in its entirety until after that. However, people did already have an idea of what was canonical, and what wasn't, even before the first Council of Nicea, which was held in 325 A.D.
It just wasn't made "OFFICIAL" until 325 A.D. That was done by a group of leaders from churches all over the known world. MANY were invited, but most of them didn't attend. Out of the thousands that were invited, only between 250-318 showed up.

Constantine I formed the Council of Nicea in 325AD. The council decided which books to include in the bible.
