I'm not sure what you are asking? Are you asking whether the sound "no" means something in other languages? Or are you asking whether other languages use "no" for their negative word?
The word "no" means "but" in Russian. And in Spanish, "no" means "no" in English.

I'm not quite certain what your questions is...but in mandarin chinese 'no' and 'yes' are not equivalent to their use in english..the word bu or mei can negate something (a verb) but is not usually used as just 'no' or 'yes'.
