just wondering since they keep it behind the counter at cabelas where they keep guns, and citizenship is required to have guns.

Citzenship is not required to buy guns. It is not required for smokeless powder, either. No one uses "gunpowder" anymore.

Depends on the State.In Ilinois, you will need a Firearms Owners ID. This means you will have to be a citizen. Buying powder will also need the same for Illinois. This is modern smokeless powder. If you want to buy black powder,good luck. I dont know of any place in Illinois that sells black powder now. I have to Order from a company called Powder Inc. They are on the internet but require a minimum of 5 pounds of black powder. This also happens to be the amount which is legal to have in your possesion. If you want more than that, you may have to prove you have an underground powder magazine and if you order over 5 pounds, the ATF will be getting a notice about you.

Making it tougher and tougher to reload or get black powder. A typical load in a black powder rifle will make that one pound can last about 70-80 shots so think about that when ordering powder. Shipping on ordering black powder is also very high. You can expect to pay close to 20.00 a pound for your order if you by 5 pounds. Maybe more now.

Smokeless powder retail is close to the same price. So expect to pay 16 bucks a pound for that. Same deal applies. Order more than 5 pounds and they probably wont sell it to you or at least send a note to ATF.

Well to be honest I have not tried to buy powder before, I bet they will just card you at cabellas to make sure you are 18. Just a cautionary gunpowder is flamable and potentially explosive.
