Will the commission be a "active reservist commission" or a standard active duty commission just like one would recieve out of OCS or the Naval Academy?

No matter what the commissioning source, you will receive a reserve commission. That merely means you need to earn a regular commission prior to the end of your initial active duty obligation or be forced into the reserves.

Major-selects who also win appointment to Regular status receive the advantages of being a Regular Officer. "
