There is usually a lever at the end of stock where the barrel starts,pulling the lever releases the barrel and it can be pushed down and opened(break) allowing you to eject the spent shell and reload,closing the barrell by pushing up locks it back into place

Do you mean a muzzle brake on a rifle, or do you mean a break-open rifle?

If you mean a break-open action, it is as Chris said, you push the lever and the barrel tips down at the hinge for loading. Break-open rifles are generally single-shots. The H&R Handi-Rifle is a good example.

A muzzle brake is an appliance fitted to the barrel at the muzzle. It has a bore slightly larger than the rifle barrel, and has a number of slots of holes that vent propellant gases upward to lessen muzzle flip. One of the more famous designs is the Cutts Compensator, which were used on Thompson SubMachineguns.
