Scratching an itch causes tiny breaks in the skin and opens it up to the air. People rarely wash their hands before scratching and the grime under the nails is transferred into the open area.
This causes the itch to intensify.
If it is a bug bite, the bug saliva comes in contact with the air, grime, and sometimes blood from scratching making it more itchy.

When you scratch your body releases histamine which causes further irritation. That's why when you have allergies people take medicines that are anti-histamines like benadryl to stop this natural body reaction which furthers agravates the allergy. It doesn't matter what causes the itching or the allergy reaction the body reacts the same way.
