The rod is used to punish the child not beat.
I have experienced both abuse and discipline.
Discipline breeds respect and security and is given from love. It helps guide and train a child and teach them correct behavior. It is used with loving words.
Abuse breeds fear and guilt. It is used to shame a child. It is used with hostility anger and frustration.

Like a shepherds rod it guides the sheep and rescues them from dangerous situations. Interesting fact. If a lamb consistently wanders off on its own the shepherd would break one of its legs. He would then carry the lamb on his shoulders and treat it like his own child. The lamb would develop such a bond with the shepherd it would never wander away with love.

Hebrews 12:6-11
6For whom the Lord loveth he chasteneth, and scourgeth every son whom he receiveth.
7If ye endure chastening, God dealeth with you as with sons; for what son is he whom the father chasteneth not?
8But if ye be without chastisement, whereof all are partakers, then are ye bastards, and not sons.
9Furthermore we have had fathers of our flesh which corrected us, and we gave them reverence: shall we not much rather be in subjection unto the Father of spirits, and live?
10For they verily for a few days chastened us after their own pleasure; but he for our profit, that we might be partakers of his holiness.
11Now no chastening for the present seemeth to be joyous, but grievous: nevertheless afterward it yieldeth the peaceable fruit of righteousness unto them which are exercised thereby.

The scourging sounds pretty painful to me.

It is both. You do beat the child and this is the beginning of teaching the child. It is called consequences. A firm hand at an early age you will have less trouble at a later age.

I started with my children at a very early age, 6mths to a year. You do not have to leave a mark on them, though it is easy to do and harmless. I actually spank and hit my children harder when I play with them than I do when I discipline them, for the most part. I find one to three do the trick. Knowing Daddy is displeased is more traumatic for them than the spanking.

Now that they are older and know that I mean what I say I can guide them with the promise of discipline. I also use positive reinforcement, but I will skip that as it was not the intent of your question.

Oh, if both is not allowed I would ere on the side of beat as it has better results.

The rod should be used to guide & teach the child, like a shepherd's staff is used to guide sheep, not beat them.
And Jesus, the Good Shepherd, said, "Whosoever harms one of these little ones, it is better for them to be tied with a lodestone around their neck and dropped into the deepest ocean."

I believe the rod is used to beat the child ... and I also believe the adult responsible should have their butt kicked. Teaching a child that the only way to resolve an issue is with violence is immoral. I believe the rod should never be used full stop.

"Spare the rod, spoil the child"is the phrase. And it means if you let the child live willy nilly and you never correct them, you will end up with Paris Hilton,or Dennis Clebold. If you look around the world today, you realize just how true that statement is.

The rod is used to shepherd the child, as the sheep and shepherd staff analogy is constantly used in the Bible.

The iron rod is the word of God! If you don't teach your children then they will spoil like mushy fruit and won't be proper before our Father in Heaven!!

The "rod" in this instance means discipline. It does not mean to beat. If you do not discipline your children they will grow up to be hoodlums. Is this not what we see today in cities all over the USA? Many grown people who rob and rape because they did not get a spanking when it was needed.
