Royal Caribbean limits luggage by weight. The limit is 200 pounds per person. If you are flying to the ship, the airlines have a much lower limit per person.

Each guest is allowed to bring up to 200 pounds of personal property onboard the ship. Keep in mind that airlines may charge for excess or oversize luggage. Charges incurred for excess or oversize baggage are the sole responsibility of the passenger. Each airline has a different limit on the amount of luggage they allow. Please contact your respective airline to check their baggage allowance.

There are two things to consider to determine this. First if you are flying to get to the cruise port the airline regulations on luggage and weight will take first precedent. Two bag, max of 50 lbs each person, and a carry on. Then when you get to the ship, unless you booked a suite the storage space for your luggage is very limited. That means your luggage usually goes under the bed. So first, use soft sided luggage and second don't take too many pieces.

Just like at the airport, you can carry on a small bag, along with your laptop, and other personal items. It will all go through the luggage scanner. You will need that carryon at the end of the cruise because they will require you to pack and place your luggage outside your cabin door by about 2:00 AM so that they can start carrying it to the bottom deck to prepare to offload it the next morning. So you will need a carryon for your toiletries, clothes and other personal items for the last night of the cruise.
