what kind of program do i need to be able to play the movies i downloaded and what kind of cd do i need?

If you wanna put your files to DVD or CD and able to watch it on DVD Player or VCD player, you can use TMPGEnc or Nero to do that.
If you want just to save it, just burn it on CD or DVD as data files

did you just want them on the cd as data files : then your computer should have a Burning feature for your drive.

did you want to see the movies on a DVD player? or play them to a tv?

then you need to convert them to the format needed and burn them via an authoring program

You need a DVD burning program. I highly recommend DVD Shrink 3.2
