How come after I install East Asain Character support, I still see jibberish when viewing japanese websites?

I want to play a japanese game, and view some japanese websites. I can see most websites fine, and I can read some japanese, but with others i see @ffffffE%% or something like that. I want to know why this is happening, and if and how i can correct it.
