Baking is a steady low to medium heat for an extended amount of time Broiling is a high heat meant to sear the meat and lock the juices inside and cook quicker. Mainly for steaks and such or to add a browning for things like chicken

Baking is for cooking and broiling is for crisping something (mmm like garlic bread) or searing flesh. You typically don't broil for more than a few minutes. Brushing foods with a little olive oil and then putting them under the broiler until it gets crispy (flip to get both sides) is a great way to enjoy crispy foods with a fraction of the oil you would get from frying.
