It depends on how it was said.
It could mean:

1.) It's not my fault
or
2.) No, it's my fault

if i think it maeans "its not my fault." it sounds like it. im mexican and know spanish, it was my first language. but i dont speak it, therefore i cant say for certant. im almost positive its what it means, but the only reason im feeling "eh" =/ is because i dont know how to spell, and i thought it was "gulpa". haha. lol. well i hoped i helped.
