As a Graphic Designer i would definitely suggest Adobe Illustrator. However this is quite an advanced program although if you are familiar with photoshop you should get on alright with illustrator. The program is too expensive to buy so i would advise downloading a copy form a bit torrent site (how i got my copy!)
If you have no computer design experience you may find designing a logo very difficult. However if the logo doesn't have to be all that professional there are hundreds of free drawing programs out there on the web to download for free or on trial.
