How old is the dog? Could it be arthritis? Buy some good quality dog food with glucosamine in it which will help lubricate the joints. Then take her to the vet and make sure that there isn't something more serious going on. Good luck

I don't know where you live or what the weather is like there but it sounds like he has some old age arthritis. If you were to go to the vet he would prescribe prednisone, you may want to do that. If you do though, be sure your pet has plenty of water to drink. That med is too hard on the kidneys and liver otherwise. ....You might notice the leg problems all of time or you might only notice them when it is cold or rainy. That is still arthritis usually but it would not hurt to have a good vet check him out to be sure that is the only problem. If you can't afford a vet visit right away, make sure his claws are not ridiculously long and if they are, get a dog nailclipper and carefully trim off only a tiny bit until they look about right. It is better if a professional does this though because a person new at this could cause the dogs nails to bleed seriously which is also painful. Make certain you dog is not laying outdoors on the ground for prolonged periods-the ground is damp. Do not leave him out in the rain or out for long in the cold. Dampness and coldness make arthritis worse. On real bad days if he is a large dog give him one asprin and it will make it better and stairs easier. If he is small weigh him and call a vet to see how much of the asprin would be safe for him.

depending on the age and size of the dog, it could be arthritis or other problems that happen when the dog gets older. I had a twelve year old rottweiler who completely stopped going up the stairs when he got his arthritis. you should talk to a vet to diagnose the problem and see if you can get and joint or pain reducers. Thats about all you can do without an elevator for the stairs. If the dog has anything he needs upstairs try moving them downstairs so he can reach them more easily.

Take your dog to the vet and see if the vet can help your dog in any way, the vet might be able to help with an operation. If not then you might need to carry your dog up and down the stairs if you can.

Take your dog to the vet to diagnose the leg problems. If it is something untreatable accomodate the dog so that he does not not have to go up stairs. This means moving his things and possibly carrying him when necessary.

Take your dog to the vet. If the problem is an older dog with arthritis, then the vet can give you some pain killers, such as rymadil that work great.
