When a minor is traveling with an parent/guardian, they do not need indentification... They will need it if they are traveling internationaly... not domestically in the US however...

Even someone under 18 needs a positive form of ID to get on a plane or use a credit card. Either a drivers license or passport will be needed to travel.

There is no national ID in the United States. However payment is an issue, as many places ask for a driver's license for photo ID. For this purpose only, you should have a passport or your national ID card (picture and name needed).
