When my dog srcatches does that really means he has something like.fleas or bugs or insects on him?

It could mean a lot of things. Fleas. Ticks. Mosquitoes. A skin condition. Dry skin. Take a look where your dog is scratching. See if you see any insects (ticks, or fleas). Also look for rashes that might constitute an allergy or other skin problem.

It could possibly or it could be a skin problem or just an itch. take to the vets and have teh skin checked

Its possible. But sometime dogs just scratch because they itch...like humans.
