If you take one cat to the vet and explain the situation, there's a good chance he'll give you medication for all the animals. Try calling around and explaining the situation. Unfortunately, there are vets out there who are fairly mercenary about refusing treatment without payment. But some do exist who do care about helping animals.
Try suggesting that with the number of cats you have, that helping you out now will ensure a great deal of business in the long run!
BTW, the medications they give for an eye infection is a cream that isn't that expensive, and an antibiotic that is usually a pink liquid that is children's amoxocillian. (the dosage for a cat varies around 10 milligrams... I think its a 1 for one pound ratio but I'm NOT sure). If the eye is ulcerated (eyes in this case), they definitely need the antibiotic. A visit would cost about $50 and up, plus $20 for the cream, and the antibiotic is about $30 (the antibiotic is more important). One bottle is good for two to three medium sized cats. This will all vary based on the vet's prices... and DO have him/her confirm all this (dose usage per bottle per your cats) as he is the expert (hopefully) and he'll have all the proper information from you.
If you have 10 cats your probably one of those people who can't go by a stray cat/kitten without feeling your heart break and taking it home. I know what that's like... but you've got to remember you're not doing them any favors if you don't have the money/ resources to take care of them or place them. If what I said here is true... there are people/org's out there you can hook up with who will help you out. It's not easy, but the best way is to vounteer for a fosterage program. That way you'll have the organization backing you legally (a lot of states are making it illegal to own more than 4 cats) plus you'll have them backing you MEDICALLY. Stray cats tend to be sick and tend to need medical care. Otherwise you're going to just go through alot of heartbreak.
Nothing is worse than watching a kitten die because you don't have the $60 to get it medication... and you've got 10.

If you are not willing to take the cats to a vet you should not have them. You have a responsiblity as a pet owner to take care of them. If you cannot or will not, please call animal control and turn them over. They will care for the cats and give them medication for their eyes. Then adopt them out to homes you can and will pay for their care. I know it's harsh, but you have to face the facts. I do not have any animals that I cannot pay for a simple vet visit and some medication for an eye infection. These cats can loose their eye you know! That's inhumane. Where do you live? I'll send animal control over right now to help you with your problem.

In response to your additional details...
Don't cop an attitude with us just because you are an irresponsible pet owner. If you can't care for 10 animals then you shouldn't own them - period!!!!
You are getting the best advise to give - go to the vet!! With one animal at LEAST and then have the vet write the rx in multiple of 10. You'll then only pay one visit fee but then you'll have meds for all 10.
Note: Bring in pics of all the cats with the eyes discharge as proof, otherwise I doubt they'll write an rx for that much.

"I can't take all the cats to the vet are you going to pay for it?I don't think so"
Your cats NEED veterinary attention! Nothing over the counter is going to get rid of the problem. They likely need antibiotics. Call around and find out if anyone does payment plans. Ask to borrow money if you need too.

You should go to the vet- BUT you can go to a feed store or pet supply place and get some Terramycin eye ointment.
Call around to see who has it. It comes in little tubes (obviously, get the jell kind for eyes and not powder, etc.) and is a general antibiotic used for eye ailments and infections.

You'll have to go to a vet... once I got lucky I went to petsmart and there was a vet there who answered all my questions... but ultimately, if it's an infection... your cat could get much more sick in a short period of time... sorry to break it out to you... but you're going to have to go to the vet ASAP.
