This depends entirely on genetics and low bodyfat - some people will never have a visible ab section.
Increase aerobics, lower calories, combine with leg raises.

i heard there is this one exercise for your lower abdominals you sit on a chair and you reapeatedly bring your knees up twards your chest. i saw that in a workout video.
