Smaller dogs often have a harder time being potty trained.
How long has this occurred? If it's a puppy it's more likely to be "normal", however elder dogs often find it difficult to control when they go to the bathroom.

It depends on if it's a training issue or a medical issue.
First get your dog checked b a vet and see if there is some medical reason why it can't hold its water.
If the vet says the dog is fine, then you'll need to train your dog better than you have been.
Take the dog outside to potty after every meal, right after it wakes up in the morning, and right after it gets up from a nap. Whenever it goes potty outside, tell it "yes!" so it knows it did the right thing, and then give it lots of praise.
Watch the dog for several days while its indoors for pre-pottying behavior (like walking in a tight circle with its nose to the floor), and when you see the behavior give the dog a verbal cue such as "Potty outside?" and take the dog outside. Whenever it goes potty outside, tell it "yes!" so it knows it did the right thing, and then give it lots of praise.
Dogs live "in the moment". Do not yell at the dog for peeing on the floor 20 minutes ago. It won't be able to make the connection between its peeing in the house then and you're being angry now. You have to catch the dog in the act to verbally correct it. So if you catch your dog mid-pee, give it a sharp "No potty" command, then take it outside. (Don't manhandle it, just usher it outside to finish its potty.) Whenever it goes potty outside, tell it "yes!" so it knows it did the right thing, and then give it lots of praise.
If the dog has been peeing regularly in the same spot indoors, you will need to clean that area thoroughly with an odor-eliminating product like "Nature's Miracle". Just using carpet spray or shampoo won't do the trick. (Remember, dogs can smell things you can't, and if your carpet smells like a bathroom to the dog, then that's where it will pee.) You may have to pull up the carpet and clean the pad and floor underneath it, too, to get out all of the smell.
Never hit, yell at or spank your dog for pottying in house, and never shove its face into its mess. These things teach it noithing except to fear you.

I am wondering the same thing! I have a chihuahua and he pees on the carpet still even after potty training and punishment! He doesn't do it all the time but I'd rather being saying he never does!=)

All dogs are den animals. They know instictively not to eliminate in the den. The problem with small breeds is that their den area is much smaller than a persons. This is why larger dogs are easier to house train than the smaller ones. The big dogs can understand a house as a den. But the smaller dogs think a house is as big as all out doors and the crate is the right size for a den. Unfortunately for you, the best answer is to confine the little guy to an area that includes a crate sized den and an acceptable area to eliminate in.
If you want to train them to behave appropriately in a larger area, the best bet is confine him to a crate, then bring him to an acceptable area for elimination at specific times every day until he gets the idea that is the place and the time to go. Then you have to be sure he can be there at the right time every day. Good luck!!

Get an invisible fence and train her to not go pissin' on the carpet. If you don't think you can train it to do that, there are invisible fence people that train the dog to do such a thing.
Or if this doesn't work, whenever he has to go to the bathroom, I would suggest you say "do you're buisiness" then let him out to pee.
Or you could just let him out every time he looks like he has to pee. Also let him out every two hours. My dog pees everywhere. But these steps helped me so much, now he's only peeing outside. Why he's outside the very moment I am writing all of this!!!

after it drinks something wait about 30 min then take it outside. if u dont have time for that
if u catch it peaing just spank it and say nooo

crate trianing and not lettign him out of sight.
a dog needs to be caught in teh action to be punished. when you do caatch the dog do not carryit to the door you should walk it.
if it comes in and does it again a firn no and walk back outside.
