You must understand that there is picture size and resolution. Size is the actual display size, 8x10, 3x5, 200 pixels x 75 pixels, etc. Resolution is the number of dots per inch that is stored in the picture. Anything you display on a web site does not have to be greater than 72-100 dots per inch. If it is larger the browser just drops the extra dots. The total file file size should be less than 100k.
Therefore the first thing to do is to lower the resolution. Then set the size of the picture to be the size on the screen.

change the file format. Open it in paint or photoshop or whatever you use to edit images and save it as a Jpeg. if that is still too big, save it as a gif.
Generally images are stored in the highest quality by default (bitmaps, or bmp). These can get large. JPEG or jpg offers good quality at a much lowered size and gifs are a step below that.
If neither of those work, you can resize the image to make it have a smaller area, again, you can do it in paint or photoshop or whatever.

Open it in Microsoft Photo Editor (usually on your computer). Go to "Resize" and make it smaller.
Try different sizes and then see how big the file is once it's saved. A big file right off your digital camera usually needs to be shrunk to about 20-30 percent, sometimes even smaller.
You're aiming for a file size between 40K and 80K for most internet uses.

They resize the pics automatically, and you can adjust further as well.
A great tool in the game of digital photography!

What format is the image? If it's a bitmap you could try saving it as a JPEG.

you can do different things, but the thing that worked best for me was getting a resizing tool. I went to microsoft windows site and got a free image resizer. you can then choose different sizes to size to... you can also check out the freeware library for file compression stuff.
